THE DRIVING IDEA BEHIND THIS PROJECT IS TO PROVIDE A CORE DISTRICT WITHIN PANAMA CITY THAT HOSTS MOST OF THE MAJOR NATIONAL GOVERNMENT ENTITIES AND INSTITUTIONS. THE PROJECT AIMS AT THE CENTRALIZATION OF GOVERNMENT IN ORDER TO PROVIDE A SIMPLIFIED INTERFACE WITH THE CITIZENSHIP. ADDITIONALLY, THE DEVELOPMENT OF A COMMON AESTHETIC FOR ALL GOVERNMENT BUILDINGS ALLUDES TO THE IMAGE OF GOVERNMENT AS A UNIFIED ENTITY.
THE PROJECT STRATEGICALLY PLACES 14 NEW ADMINISTRATIVE BUILDINGS AROUND OPEN PUBLIC SPACES. THESE SPACES ARE TREATED AS CIVIC PLAZAS. IN ADDITION, 60% OF THE PROJECT IS DESTINED TO PROVIDE NEW GREEN AREAS REVITALIZING THE PREVIOUSLY AUSTERE LANDSCAPE.
